USDA Tightens Restrictions on Imported Roses Following Discovery of High-Risk Plant Pathogen

The USDA’s Animal and Plant Health Inspection Service (APHIS) has issued a new federal order restricting imports of rose plants for planting after researchers determined that roses can carry Ralstonia solanacearum Race 3 Biovar 2 (Rs R3bv2), a federally regulated bacterial pathogen not known to occur in the United States.

While the announcement is highly technical, the practical takeaway is fairly simple:

Imported rose propagation material will now face additional certification, quarantine, and phytosanitary requirements before entering the U.S.

What Is Rs R3bv2?

Rs R3bv2 is a bacterial disease that attacks a plant’s vascular system, causing wilt and eventual death. It is considered especially serious because it affects economically important crops including potatoes, tomatoes, peppers, eggplants, and geraniums. USDA classifies it as a “Select Agent” due to the potential threat it poses to U.S. agriculture. (aphis.usda.gov)

The recent concern stems from findings that ornamental roses may carry the bacterium without showing symptoms. In other words, apparently healthy rose stock could potentially introduce the disease into the United States.

Who Will Be Most Affected?

This announcement will primarily affect:

Rose propagators

Importers and brokers

Wholesale nursery growers

Greenhouse producers

Operations sourcing rose liners, rootstock, or propagation material from overseas

For most landscape contractors and retail garden centers, impacts are expected to be indirect rather than immediate.

What Members May Notice

Potential downstream effects could include:

Reduced availability of some imported rose varieties

Longer lead times on imported propagation material

Additional compliance requirements for growers and importers

Possible cost increases tied to testing and certification

At this stage, this should be viewed as a preventative regulatory action rather than an active plant health crisis within the U.S.

What Changed?

Under the new order:

Roses from certain European countries may still enter the U.S., but only from certified pest-free production sites and under post-entry quarantine requirements.

Canadian imports face stricter sourcing and certification rules.

Imports from many other countries will require controlled import permits.

The restrictions apply to live plant material intended for propagation, including rooted plants, cuttings, rootstock, and grafting material.

Cut flowers are exempt from the order.

Industry Context

Although APHIS periodically issues import restrictions when new pest pathways are identified, this announcement has drawn attention because roses are one of the world’s largest ornamental plant commodities and because the pathogen involved is already considered a significant threat to food crop production.

In practical terms, APHIS appears to be acting proactively after identifying a new potential pathway for disease introduction rather than responding to a known domestic outbreak.

OGIA will continue monitoring developments and share updates as additional guidance becomes available.

Read more about Ralstonia solanacearum at the USDA APHIS website.

APHIS Restricts Imports of Rose (Rosa spp.) Plants for Planting Due to Ralstonia solanacearum Race 3 Biovar 2 (PDF)

OGIA Plans Record Number of Walkabouts for 2026 Season

One of OGIA’s most popular in-person educational programs is expanding in 2026. OGIA will host 17 walkabouts this season, nearly doubling the nine offered in 2025.

Walkabouts are instructor-led educational tours held at notable green spaces across Ohio, including gardens, cemeteries, nurseries, campuses, and commercial landscapes. Led by faculty from The Ohio State University and other industry experts, the events give attendees the opportunity to explore real-world landscape and horticultural topics in an interactive, small-group setting.

Most walkabouts are limited to 15–25 attendees and offer 2–3 CEUs toward Ohio Certified Nursery Technician certification, depending on program length.

“What makes our walkabouts so fun is that you’ve got a group of people who are fully invested in this industry because it’s their career, and they get to explore these spaces alongside experts who really know their craft,” said Mike Coughlin, Interim Executive Director of OGIA. “It’s all the perks of interacting with a college professor without the exam looming at the end.”

Walkabouts are scheduled weekly from April through September at locations throughout Ohio. The expanded schedule reflects growing member interest in hands-on, field-based education and networking opportunities.

COLUMBUS, OH — The Ohio Green Industry Association (OGIA) proudly hosted its ninth annual Ohio High School Landscape Olympics on October 10 at The Ohio State University Agricultural Technical Institute in Wooster. The dynamic, one-day event brought together over 250 students from 17 Ohio high schools for a hands-on experience aimed at exploring careers in the green industry and connecting with leading professionals.

Throughout the day, over 250 students from 17 schools competed in 20 immersive, hands-on competitions simulating real-world tasks such as landscape installation, equipment operation, irrigation, cost estimating, sales, and more. When not competing, students had the opportunity to network with businesses at a career exploration event, where exhibitors from across the green industry showcased opportunities and offered career guidance.

This year’s event introduced three exciting new competitions: tool identification, chainsaw handling, and mini excavator operation. These additions broadened the scope of the competition and allowed students to demonstrate their expertise and creativity in even more areas of the industry.

The Ohio High School Landscape Olympics also served as a qualifying event for the Ohio SkillsUSA competition in April, offering students a path to further demonstrate their skills on a larger stage. SkillsUSA is a nationwide program dedicated to preparing students for careers by enhancing their technical and professional skills, leadership, and employability.

2023 OGIA Annual Award Winners Announced!

Distinguished Contribution Award

Andy Doesburg

Bern's Greenhouse & Garden Center

Like many in the green industry, Andy grew up around the family business, Thornton Landscape in Maineville. Actually, it was Andy who pushed the idea of a family business. His father, Rick Doesburg, had been working for Thornton Landscape for 30 years. One night during dinner, Andy asked about working in the business, it prompted Rick to buy the design/build portion of the business that Bill and Gary Thornton were selling. Fast forward 10+ years later and under the Doesberg leadership, Thornton Landscape was a $3+ million plus design/build company with over 35 employees.

When Andy graduated in 1999 from Coastal Carolina University with a degree in Recreation and Leisure Management, production, sales, and landscaping wasn’t top on his mind. But the opportunity to work with his father in their own business was far more attractive than managing a tennis facility. Andy jumped in with production and then moved to sales. Andy wore many hats, eventually becoming President over the course of those 20 years.

In 2017, he sold the business, staying on with the new owner as the division manager for Landscape Construction. Andy left the industry for a couple of years, but not going too far. In 2022, he joined the staff at Berns Garden Center and Greenhouse as the Landscape Division Manager.

Andy, an astute leader, or a glutton for punishment, has served as president of OGIA not once but twice. He has also served on various committees and was a recipient of the OGIA Legislative Advocate of the Year award.
Outside of OGIA, Andy served as President of the Associates Council of the Greater Cincinnati Home Builders Association where he also built a future with his wife. The two met through the HBA.

OGIA Service Award

Devon Stanley

Benchmark Landscape Construction, Inc.

Growing up in Wooster, Devon spent much of his time playing and working on the grounds of Ohio State ATI where both of his parents were employed for 30+ years. His passion for the green industry was formulated during the high school working summers on the grounds crew at ATI and at a small retail garden center. In 1988, Devon received his degree from OSU in Landscape Horticulture with an Ag Business Minor. He began working with Benchmark Landscape during college as its first official employee, starting on the company’s first day of incorporation and he has been employed there for 27 years. He has worn many different hats ranging from construction and maintenance crew leader, Installation production manager, HR Coordinator, Account Manager and current roles of Maintenance Division Manager and Business Developer. Devon was tasked early on with getting Benchmark’s Landscape Maintenance Division started and he has successfully helped build its’ growing portfolio of high-end residential estate management and commercial clientele to north of $5 million in revenue.

Devon is a former OGIA board member and past president. He is currently on the National FFA’s Nursery and Landscape CDE Committee. He has worked closely with five different Career and Technical Education Institutions serving on advisory committees, recruiting, chaperoning students to state and national horticulture competitions as well as training and preparing those students for competition. He is also a founding committee member of OGIA’s High School Landscape Olympics event.

Devon resides outside Plain City, Ohio with his wife Tracie of 25 years and has four beautiful daughters ranging from 20 to 9 years old. He enjoys coaching fastpitch softball, camping, everything OSU, raising 4-H market hogs and just being with family and friends.

Educator & Public Service Award

Bill Dawson

Bill Dawson has devoted his lifetime to teaching others about his love of gardening and nature while inspiring people of all ages and backgrounds through his passion and enthusiasm for his work.

Bill worked for Oakland Nursery in the mid-80’s and in 1992, he went on to state the outdoor horticulture displays for AmeriFlora, the international gardening exposition hosted on 88 acres at Franklin Park that helped revitalize the conservatory and its surroundings.

Bill has worked at Franklin Park Conservatory and Botanical Gardens for over 30 years and has been leading the Conservatory’s Growing to Green Community Garden Program. Since the creation of Growing to Green in 2000, Bill has helped to grow the number of community gardens in Columbus, Ohio from a dozen to more than 300. Today, thanks to Bill’s help, the City of Columbus has more thriving community gardens per capita than any other major metropolitan city.

As a matter of fact, Bill loves the Franklin Park Conservatory so much that about 39 years ago he married his wife Jodi there. Green is in their blood as Bill and Jodi met while working for Oakland Nursery in 1984. Jodi is still working at Oakland. The couple carries their love of horticulture to their own property in Galloway transforming a one room brick schoolhouse into their home.

While Bill recently retired as the Growing to Green Program Manager, he continues to teach about nature and horticulture through consulting, advising, producing gardening videos and creating Earth Art and nature photography through many social media channels.

Young Professionals of the Year

Liz & Jared Hughes

Groovy Plants Ranch

In 2007, a 19-year-old Jared started in the horticulture industry working at Foertmeyer and Sons Greenhouses as a full-time college student. Succulents back then weren’t nearly as groovy as they are now, but Jared saw them as the perfect starting point with their low care and easy propagation. He started propagating succulents at his parent’s farm in Cardington and would sell his plants at farmers markets when he could. His business just grew from there. Over time, his collection of different and unusual plants from around the world multiplied. One crop paid for a greenhouse, that greenhouse paid for another, and so it went until 2015.

Enter Liz. Liz and Jared married in 2015 and joined in the business. The couple worked to expand, focusing on wholesale customers and the online store, but dreamed of creating a special place full of plants and quirkiness. They purchased property in Fargo and went all in on the new phase of their business, the Groovy Plants Ranch.

They moved their home and business from Cardington to Marengo. For the first year, Jared was mostly growing and running the store while Liz continued teaching. In 2016, Liz decided to join the business full time so that they could focus on growing Groovy Plants Ranch.

Liz and Jared live and work at Groovy Plants Ranch along with their two little girls and two Australian shepherds. Over the years the Ranch and their team has grown and collectively the Groovy Plants Ranch team has over 100 years of horticulture experience even creating their own plants. Liz and Jared, along with their team, have also created a destination environment that is fun, informative, and well… groovy.

OGIA Hosts 8th Annual Ohio High School Landscape Olympics - Winners Announced

Columbus, OH – The Ohio Green Industry Association (OGIA) welcomed nearly 230 high school students from 15 Ohio high schools for the eighth annual Ohio High School Landscape Olympics (OHLO) on October 11 and 12 at The Ohio State University Agricultural Technical Institute in Wooster, Ohio. More than 30 OGIA member companies actively participated to bring this event to life.

Over the course of two days, students had a unique chance to explore the world of careers within the green industry and engage directly with prominent figures in the field. The first day kicked off with an opening ceremony, followed by a career exploration networking event. During this event, students engaged in conversations with businesses that participated as exhibitors. The day ended with a pizza party hosted at Acres of Fun, a popular local amusement center.

The following day marked the start of the competition. Students participated in a set of 17 hands-on competitions designed to simulate tasks related to landscape installation, equipment operation, maintenance, irrigation, cost estimating, sales, and various other relevant projects. The event ended with the presentation of awards, honoring the "Top Student in the State" and the "Top Team in the State."

OGIA was pleased to announce that this year's event featured two exciting additions to our lineup of competitions: landscape design and sod installation. These new competitions were designed to provide students with even more opportunities to showcase their skills and creativity within the green industry.

OGIA partnered with SkillsUSA Ohio for OHLO to serve as a qualifying event for students to continue to the Ohio SkillsUSA competition in April and further demonstrate their knowledge of the green industry. SkillsUSA improves the quality of America's skilled workforce through a structured program of citizenship, leadership, employability, and technical and professional skills training.

“The Ohio High School Landscape Olympics has been growing steadily year after year,” said OGIA President Genevieve Mills of Oakland Nurseries. “With the two new events added this year and our partnership with Skills USA, this competition gives our talented students more chances to shine.”

“Our hope is to keep this growth going and to show both students and parents that there are good, fulfilling careers in the green industry. We want to inspire the next generation and make it clear that this field offers plenty of opportunities for rewarding careers.”

2023 Medalists

Arborist Skills

Gold: Delaware Area Career Center

Silver: Upper Valley Career Center

Bronze: Tolles Career & Technical Center

Compact Excavator

Gold: Knox County Career Center

Silver: Buckeye Career Center

Bronze: Upper Valley Career Center

Cost Estimating

Gold: Upper Valley Career Center – C.

Annual Event Elevates Green Industry Attraction for the Next Generation with Two New Competitions

COLUMBUS, OH — The Ohio Green Industry Association (OGIA) will host its eighth annual Ohio High School Landscape Olympics competition at The Ohio State University Agricultural Technical Institute in Wooster, on October 11 and 12.

Over the course of two days, more than 220 students hailing from 15 Ohio high schools will have a unique chance to explore the world of careers within the green industry and engage directly with prominent figures in the field. The first day of this exciting experience will kick off with an opening ceremony, followed by a career exploration networking event. During this event, students will be encouraged to engage in conversations with businesses that are participating as exhibitors. The day will come to a close with a pizza party hosted at Acres of Fun, a popular local amusement center.

On the second day, it's all about competition. Students will actively participate in a set of 17 hands-on competitions designed to simulate tasks related to landscape installation, equipment operation, maintenance, irrigation, cost estimating, sales, and various other relevant projects. The event will culminate with the presentation of awards, honoring the "Top Student in the State" and the "Top Team in the State."

OGIA is partnering with SkillsUSA Ohio to serve as a qualifying event for students to continue to the Ohio SkillsUSA competition in April to further demonstrate their skills. SkillsUSA improves the quality of America's skilled workforce through a structured program of citizenship, leadership, employability, and technical and professional skills training.

OGIA is pleased to announce that this year's event will feature two exciting additions to our lineup of competitions: landscape design and sod installation. These new competitions are designed to provide students with even more opportunities to showcase their skills and creativity within the green industry. In the landscape design competition, participants will have the chance to demonstrate their ability to conceptualize and plan aesthetically pleasing and environmentally sustainable outdoor spaces. The sod installation competition will test their proficiency in the precise and efficient installation of sod, an essential skill in landscaping. These fresh additions promise to enhance the overall experience, fostering innovation and excellence among students.

"Channeling resources into the development of our future workforce stands as the most effective strategy to secure the enduring prosperity of the green industry,” said OGIA President Genevieve Mills of Oakland Nurseries. “These students will gain invaluable hands-on experience, interact with industry experts, and actively engage in this exciting competition. Our aim is to equip them with all the essential skills and knowledge necessary to embark on successful careers and flourish within the workforce."

Aimed to be the leading workforce development experience of its kind in the U.S., the Ohio High School Landscape Olympics is positioned to attract the next generation to green industry careers and set them up with viable contacts for their first job.

Competitions will be hosted by: 9 Trees Landscape Construction; Benchmark Landscape Construction, Inc.; Bobcat Company; Columbus State Community College Landscape Program; Columbus State Landscape Alumni Association; Davey Resources Group; EMI; Enviroscapes; Green Velvet Sod Farms; Grunder Landscaping Co.; Hidden Creek Landscaping; M.
OGIA Joins with More than 500 Organizations to Help Build Tomorrow’s Workforce

Groups Will Advocate to Help Pass the Freedom to Invest in Tomorrow’s Workforce Act

Columbus, Ohio — The Ohio Green Industry Association (OGIA) joined with more than 500 trade associations, professional societies, businesses, and employers to form the Tomorrow’s Workforce Coalition, established to build support for the Freedom to Invest in Tomorrow’s Workforce Act (S. 722 / H.R. 1477). The American Society of Association Executives (ASAE) and the Professional Certification Coalition (PCC) lead the new group.

The bipartisan, bicameral Freedom to Invest in Tomorrow’s Workforce Act would expand qualified expenses under 529 savings plans to include postsecondary training and credentialing, such as licenses and professional certifications. The bill would provide valuable tax-advantaged resources for families, students and workers—with or without a college degree—who pursue career growth, mid-career changes or pathways that diverge from a typical academic route.

"We're thrilled to join the Tomorrow’s Workforce Coalition, uniting with 500+ partners,” said Tracy Schiefferle, OGIA Executive Director. “The Freedom to Invest in Tomorrow’s Workforce Act holds immense promise, supporting Ohio's workforce diversely and dynamically. Together, we're shaping a future where skills and ambitions flourish, enriching our great state."

“The Freedom to Invest in Tomorrow’s Workforce Act can empower workers of any educational background, skill level or age,” said ASAE President and CEO Michelle Mason, FASAE, CAE. “This pragmatic policy would support all industries and professions that rely on employees with specialized training or credentials. Our community is grateful to the Congressional champions for their commitment to supporting our current and future workforce.”

“Knowledge, skills and abilities are essential to help professionals grow their careers and for industries to grow their impact,” said Institute for Credentialing Excellence Executive Director and co-leader of the PCC Denise Roosendaal, FASAE, CAE. “It is a privilege to support the Freedom to Invest in Tomorrow’s Workforce Act, which will help strengthen industries, professions and the broader economy.”

The bill is led by Representatives Rob Wittman (R-Va.) and Abigail Spanberger (D-Va.) in the U.S. House of Representatives and Senators Amy Klobuchar (D-Minn.) and Mike Braun (R-Ind.) in the U.S. Senate.

Training and credentialing organizations help expand industry excellence, establish and strengthen professional pathways, increase workers’ earning power, foster marketplace competition and supply consumers with the best products, services and expertise.
